Kathy Senseman

Lobbyist

Kathy joined Policy Development Group  in 2009 and spearheads the firm’s legislative and regulatory efforts. She was named the ‘Best Female Lobbyist’ by the Arizona Capitol Times in 2011 and in 2014, she and her husband Paul were named the ‘Power Couple’ of the year by the Arizona Capitol Times.  In 2022, she was named ‘The Toughest Lobbyist to Go Against’.

Kathy’s-start-to-finish knowledge of the legislative process coupled with her keen ability to navigate complex and dynamic situations have made her one of Arizona’s most effective and admired lobbyists.

Kathy is currently the President of the Board of Wildfire (formerly the Arizona Community Action Association) and serves as the Chair of the Home Energy Assistance Fund (HEAF). She previously was  appointed by the Governor and received Senate confirmation to serve on the State Charter School Board.  During her seven year tenure she presided as President for three of those years. Kathy is also a past Chairman of the Board for the Challenger Space Center. She is a graduate of Pitzer College in Claremont, CA. In 2019, she was inducted into Pomona-Pitzer’s athletic hall of fame.
